After the cold war created the new American strategy expects that U.S. shouldn’t be alone in the fight against global terrorism. In case of necessity, it will also add its old enemy “Russia” to his ranks. If you need a concrete example for this situation, according to U.S. the biggest problem for the new order is Iran which had become the representative of the radical Islam with the 1979 revolution. According to American administration Iran has become one of the basin of the “nuclear terrorism.” The U.S President Barack Obama expressed in Nuclear Security Summit that nuclear terrorism is the most important element of international security.[1] Again, according to American administration Iran is supporting and feeding terrorist groups in its territory.

American government more support from international public opinion in order to apply to the sanctions regarding Iran. At this point, the International Atomic Energy Agency (IAEA) was introduced. However, the implementation of the sanctions has been faced with some roughnesses and “P5 plus 1” [2]states failed to fully support. Because mentioned powers have fundamental relationships which is based on the energy exchange. Enabling the states of the sanctions which have foreseen the economical, political and strategical plans are contrary. The fact of the matter is the American administration needs a broader consensus to apply those sanctions.
As a result, nuclear safety and nuclear weapons have created in the context of the threat is an important issue for all world states. The first user of nuclear weapons U.S. cannot prevent spread of weapons and seems have to pursued them. Obtain nuclear weapons (nuclearization) and those who obtained in the process are faced with various limitations and reductions.[3] From international common mind is requested to get a position against those who want to use the Nuclear as a detterant force element. However, U.S. is losing credibility in order to take place in the ultimate category which countries that use nuclear.
