A Russian delegation arrived at the U.S. consul general’s residence in Istanbul on Thursday for diplomatic discussions aimed at resolving embassy-related disputes between Washington and Moscow. While the scope of these talks is limited and excludes the Ukraine conflict, the meeting is seen as a test of both nations’ commitment to improving relations.

Russian-US Diplomats Meet in Istanbul to Improve Relations

Diplomatic Efforts to Ease Tensions

The meeting follows a series of high-level interactions, including a phone call between Russian President Vladimir Putin and U.S. President Donald Trump on February 12, as well as a diplomatic summit in Saudi Arabia on February 18.

Since taking office, Trump has shifted U.S. foreign policy significantly, moving away from his predecessor Joe Biden’s strategy of isolating Russia over its involvement in Ukraine. This change has sparked concerns among Ukraine and its European allies, who fear that a rapid resolution could result in an agreement favoring Moscow and jeopardizing their security interests.

Focus on Diplomatic Logistics

The U.S. State Department clarified that Thursday’s discussions, led by working-level officials, will not cover political or security matters, nor will they address Ukraine. However, the meeting remains a crucial indicator of Moscow’s willingness to engage constructively.

“To be clear, there are no political or security issues on the agenda. Ukraine is not on the agenda,” a State Department spokesperson stated. “The constructiveness of these talks will become apparent very quickly; either issues will get resolved, or they won’t.”

Addressing Embassy Disputes

Russian Foreign Minister Sergei Lavrov emphasized that the primary objective of the meeting is to improve working conditions for diplomats in both countries. This follows ongoing disagreements regarding embassy staffing and property rights, which have strained relations between Washington and Moscow.

Lavrov stated that the outcome of the discussions “will show how quickly and effectively we can move.” The resolution of these diplomatic disputes could pave the way for broader negotiations in the future.

Prospects for US-Russia Relations

Trump has repeatedly expressed his desire to expedite a ceasefire in Ukraine. However, Putin has cautioned against expecting immediate breakthroughs, asserting that meaningful progress cannot be achieved without restoring trust between the two nations.

While the Istanbul talks may not directly address the ongoing conflict, their success or failure will likely influence the trajectory of U.S.-Russia relations in the coming months.
